II · The Case in Numbers

The Economic Argument

Two authoritative estimates of what racial inequality has cost the United States — reproduced exactly as their sources frame them, attributed to the institutions that produced them.

$16T
could have been added to U.S. GDP had four racial gaps for Black Americans — in wages, education, housing, and investment — closed 20 years earlier.
Citi GPS, “Closing the Racial Inequality Gaps,” Sept 2020 · citigroup.com
$51.2T
in lost U.S. economic output from racial and ethnic inequality, 1990–2019.

A Movement in Time

The reparations question is not new. It runs from Reconstruction-era promises to present-day government commissions.

1865
Special Field Order No. 15
Gen. William T. Sherman sets aside coastal land in 40-acre plots for freedpeople — the origin of “40 acres.” President Andrew Johnson rescinds it later that year.
1897–1915
Callie House & the Ex-Slave Pension Movement
Callie House organizes the National Ex-Slave Mutual Relief, Bounty and Pension Association — the first mass reparations movement.
1969
The Black Manifesto
James Forman demands reparations from white churches and synagogues, reviving the modern claim.
1989
H.R.40 Introduced
Rep. John Conyers first introduces the bill to study reparation proposals — reintroduced every Congress since.
2013
CARICOM Ten-Point Plan
Caribbean heads of government adopt a unified ten-point reparatory-justice framework directed at former colonial powers.
2021
Evanston, Illinois
Evanston becomes the first U.S. city to fund a reparations program, drawing on cannabis-tax revenue for housing redress.
2023
California Task Force Final Report
The first state-level reparations task force delivers its final report — a roughly 1,000-page, 40-chapter study.
2026
Fulton County Harm Report
A 636-page county harm report — among the most extensive municipal reparations studies produced to date.

VI · How to Read the Archive

Five Theaters of the Claim

Reparations work is advancing on five fronts at once. This archive is organized to mirror them.

i
Federal
The national claim — H.R.40 and the long fight for a federal study commission.
ii
State
California's first-in-the-nation task force and the model it sets for other states.
iii
Municipal
Cities and counties acting first — Evanston, San Francisco, Asheville, Fulton County.
iv
Institutional
Universities and churches reckoning with their own ledgers — Brown, Harvard, Georgetown, VTS.
v
International
The Caribbean's unified demand on former colonial powers — the CARICOM framework.
VII · Our Standard

Why a Link Earns Its Place

Quality over quantity. Every link on this page was fetched and confirmed to return real content. If a server returns an error, if a domain is parked, if a “PDF” is really a redirect or a login wall — it gets cut. No exceptions.

Every figure is checked against its source. Page counts come from the documents themselves; file sizes from the live servers; dollar figures from the institutions that produced them, attributed by name. Where a popular claim credits a number to the wrong source, we correct the attribution rather than repeat the error.

It is better to hold a smaller set of bulletproof sources than a larger set of half-broken ones. Credibility is built from the first click.
